OUR LADY OF VICTORY BASILICA - NATIONAL SHRINE | HISTORY OF THE SHRINE
In 1916, tragedy struck what was then St. Patrick's Parish. Fire ripped through the small church, completely destroying the spire and damaging the assembly area considerably. Within days, the pastor, 74-year-old Father Nelson Baker, ordered the church to be repaired, but, oddly, held off on fixing the spire. He had something else in mind . . .
Later, at a routine parish meeting, Father Baker unveiled his plan to build a beautiful shrine to rival the majestic churches of Europe. Speaking before an astonished crowd, the humble priest outlined his desire to have the finest materials and artists come together to create a true masterpiece — his way of paying homage to his patroness, Our Lady of Victory.
On May 7, 1921, Father Baker celebrated the last Mass at St. Patrick's, which was then immediately dismantled to make way for something much more magnificent. That August, after the completion of the novena for the Assumption, Bishop William Turner, in front of Father Baker, dozens of parishioners, and men and women religious from around the region, laid and blessed the Basilica's cornerstone.
Knowing that he had not set aside a penny for the new shrine's construction did not seem to bother the aging priest. He was confident that, yet again, the Blessed Mother would look kindly on him, and she did. Father Baker sent out a call for support and it was answered by thousands of loyal donors, happy to assist such a project. Some contributed through the Association of Our Lady of Victory, Father Baker's pioneering direct-mail fundraising program, while countless others sent donations both large and small.
Another call for help, this one to craftsmen and artisans worldwide, was answered by a group of some of the biggest names in religious works. The chief designer of the shrine was Emile Ulrich. A graduate of the Academy of Paris, he migrated to America in 1894 and opened an architectural firm in Cleveland, Ohio. It was Ulrich himself who personally inspected all of the artists' work both in the United States and Europe in order to guarantee Father Baker's wish for the finest materials and craftsmanship.
Planning the interior artwork of the shrine was the task of master artist Professor Gonippo Raggi. Born and trained in Italy, Raggi's handiwork is seen in the magnificent oil paintings throughout the shrine.
Aiding him was Buffalonian Marion Rzeznik. Born in Poland, Rzeznik studied painting and sculpture in Krakow, Vienna, and New York City before settling in Buffalo. The beautiful stained glass throughout the shrine was the work of Otto Andrle, a Buffalo-native and renowned artisan at the time.
By Christmas 1925, construction of the great Shrine of Our Lady of Victory had not only been completed, but was entirely paid for.
On May 25, 1926, a special consecration ceremony took place, attended by thousands of local dignitaries, clergy, and well-wishers. The consecration was presided over by Father Baker, Bishop William Turner of the Diocese of Buffalo, and Cardinal Patrick Hayes of New York City.
Within two months, OLV National Shrine & Basilica was officially designated a Minor Basilica via apostolic decree by Pope Pius XI. Father Baker's greatest dream had been realized. The gift to his patroness had been given.

The 2006 presidential campaign in Mexico resulted in a polarization of the country's electorate along class lines. Andrés Manuel López Obrador, a charismatic former mayor of Mexico City. To win office, López Obrador exploited potentially volatile differences between the country's rich and poor at rallies that attracted millions of mostly poor Mexican. The unprecedented size of the crowds at such events caused alarm among wealthy Mexicans, who supported Felipe Calderón Hinojosa of the ruling National Action Party. A former energy minister and lack-luster campaigner, Calderón had been hand-picked by his party's incumbent president, Vicente Fox. Calderón lagged in the polls until the final days. Then a blitz of television advertising, paid for by anonymous big business donors, turned the tide. The ads alleged that once López Obrador was in office, he would become a dictator in the mold of Venezuelan President Chávez.
Mexico's election officials found the Calderón's campaign by outgoing President Vicente Fox's administration unethical, if not unlawful. Nevertheless, Calderón was declared the winner by the narrowest margin in Mexican history - less than 1 percent. López Obrador declared the results fraudulent. To support his demand for a total recount of the votes, his supporters constructed a makeshift tent village in the heart of downtown Mexico City, paralysing commerce for six weeks. In September 5, Mexico's electoral tribunal denied his demand and certified Calderón the winner. Nevertheless, on November 21, López Obrador had himself sworn in as Président of a "parallel government" before 100,000 supporters in Mexico City and vowed to disrupt Calderón's government.

Added to these talents was Churchill's remarkable skill at swaying men's opinions which enabled him to win the hearts of the B.B.C. listening public and Members of Parliament alike. His abounding energy gave him to wide-ranging (if sometimes blundering) activity, and he possessed that hint of eccentricity which tends to appeal to the Anglo-Saxon mind. To help fill out the portrait, let us look to a typical passage in the Brooke diaries, describing a conference on May 27, 1941, when Brooke was C.-in-C., Home Forces:

"I could not put the real reasons to Winston.... Whether I exercised any control or not, I knew by now the dangers to guard against. I had discovered the perils of his impetuous nature. I was now familiar with his method of suddenly arriving at some decision as it were by intuition without any kind of logical examination of the problem. I had, after many failures, discovered the best methods of approaching him. I knew that it would take at least six months for any successor, taking over from me, to become as familiar with him and his ways. During these six months anything might happen."

The defeat of France, sealed by the signing of the armistices at Rethondes and the Villa Incisa, made no difference to the determination of the British nation and its Coalition Government to pursue the war to its end. This fierce spirit of resistance, of fighting back, and of final victory was incarnated on May 10, 1940 by the genial, picturesque, and indomitable person of Winston Churchill.
But was the Prime Minister, who was also the Minister of Defence, the universal man of war which he (as well as most other British people) believed himself to be?
Churchill was indeed a man of war, if the main quality of such a man is his capacity to withstand hard blows without allowing himself to be diverted from his final objective. But if his second quality is that of concentrating his will on a principal aim and of allocating his resources in the correct proportions, doubts, must be raised in Churchill's case. On the other hand, the remarkable adaptability displayed by his writer-historian to all the problems of military technology must be stressed. Churchill gave his full support, among other things, to radar development and to the perfection of asdic submarine detection. Many other inventions benefited from his far-sighted imagination, despite others' bureaucratic scepticism.

NON-DISCRIMINATION: Exceptions to the rule of non-discrimination are made of: "distinctions, exclusions, restrictions or preferences made by a State Party to this Convention between citizens and non-citizens" (Article 1(2), and of "positive discrimination" or "affirmation action" :
1(4) Special measures taken for the sole purpose of securing adequate advancement of certain racial or ethnic groups or individuals requiring such protection as may be necessary in order to ensure such groups or individuals equal enjoyment or exercise of human rights and fundamental freedoms shall not be deemed racial discrimination, provided, however, that such measures do not, as a consequence, lead to the maintenance of separate rights for different racial groups and that they shall not be continued after the objectives for which they were taken have been achieved.
SUPERVISION: Supervision is by means of biennial reports from the SPs to the Committee on the Elimination of Racial Discrimination (CERD), established by Article 8, and consisting of eighteen independent experts. The reports are on the "legislative, judicial, administrative or other measures" taken to give effect to the provisions of CD, and CERD may be request further information from SPs (Article 9(1)). CERD examines this information in public (since 1972, in the presence of an invited representative of the State whose report is under consideration), and remits annual reports on its activities, with "suggestions and recommendations", to the UNGA (Article 9(2)).
Articles 11-13 detail the mandatory procedure for inter-state complaints, whereby CERD may request information from the SPs concerned, and appoint a five-member ad hoc Conciliation Commission if the matter has not been its factual findings and recommendations to CERD. Under Article 14, SPs may optically recognise the competence of CERD to receive non-governmental petitions, providing they are from the victims themsleves. Summaries of these petitions are then included in CERD's annual report to UNGA. Outstanding disputes may be referred to the ICJ at the request of any Party to them. The procedure for the receipt of non-governmental communications came into force in 1982, after the requisite number of ten declarations had been made (Costa Rica, France, Ecuador, Iceland, Italy, Netherlands, Norway, Senegal, Sweden, Uruguay).

By Article 2 State Parties then undertake to condemn racial discrimination, to pursue its elimination, and not to practise sponsor, defend or support it. A further positive obligation is incurred:
2(2) States Parties shall, when the circumstances so warrant, take, in the social, economic, cultural and other fields, special and concrete measures to ensure the adequate development and protection of certain racial groups or individuals belonging to them, for the purpose of guaranteeing them the full and equal enjoyment of human rights and fundamental freedoms. These measures shall in no case entail as a consequence the maintenance of unequal or separate rights for different racial groups after the objectives for which they were taken have been achieved.
Article 6 requires provision for domestic remedy:
6. States Parties shall assure to everyone within their jurisdiction effective protection and remedies, through the competent national tribunals and other State institutions, against any acts of racial discrimination which violate his human rights and fundamental freedoms contrary to this tribunals just and adequate reparation or satisfaction for any damage suffered as a result of such discrimination.
