If survival is the top priority - and I cannot think of anything else in which we could more easily agree among religions, ideologies and scientific perceptions - then the preservation of world peace is the most important objective, dominating all others. Only if we avoid the self-destructive catastrophe of mankind will we be able to continue quarrelling about our different ideas about the best way to achieve happiness for all? And end to global conflict without compromise is the pre-condition for co-existence and cooperation. Or put another way: without it, a continuation of history appears impossible. In global terms this means that world-wide there is no alternative to common security. The report of the Independent Commission on International Security of Disarmament Issues under the Chairmanship of Olf Palme, the Swedish Prime Minister, elaborated on all necessary details three years ago. The world can afford the co-existence of peoples and nations with their different views, the multiplicity of their ideas - real or imagined - regarding the way towards welfare or happiness. Peoples and states may even turn their backs in each other as long as they do not dispute each other's right to exist. This holds globally; but it would also apply regionally limited conflicts - terrible as they may be. Ce n’est que si nous évitons la catastrophe autodestructrice de l’humanité que nous pourrons continuer à nous disputer sur nos différentes idées sur la meilleure manière d’atteindre le bonheur pour tous ? Et mettre fin aux conflits mondiaux sans compromis est la condition préalable à la coexistence et à la coopération. Autrement dit : sans cela, la continuation de l’histoire semble impossible. À l’échelle mondiale, cela signifie qu’il n’existe pas d’alternative à la sécurité commune. Il y a trois ans, le rapport de la Commission indépendante sur la sécurité internationale des questions de désarmement, présidée par Olf Palme, le Premier ministre suédois, a fourni tous les détails nécessaires. Le monde peut se permettre la coexistence de peuples et de nations avec leurs points de vue différents, la multiplicité de leurs idées – réelles ou imaginaires – concernant la voie vers le bien-être ou le bonheur. Les peuples et les États peuvent même se tourner le dos tant qu'ils ne se contestent pas mutuellement le droit à l'existence. Cela est valable à l’échelle mondiale ; mais cela s’appliquerait également à des conflits limités à une région, aussi terribles soient-ils. La guerre du Golfe est d’ailleurs un exemple effrayant qui montre comment un conflit militaire de ce type peut démarrer avec des armes fournies par les deux superpuissances, qui ont alors du mal à contrôler ou à arrêter ce qui se passe.
